is there a posibility for translation of light between
septener and trans saturn planets ?

Translation of light comes from traditional doctrines and aspect theory.
A big reason why translations happen is because the planets/luminaries “emit” visible light rays, visible meaning you can see the planets with your naked eyes.

Uranus Neptune and Pluto emit no light visible to the naked eye, so there is no “light” to translate by this logic.
