2 cusps in the same sign

I have a question.

My best friend has 8th and 9th cusp in Capricorn. Saturn is the ruler of both of these cusps, and is placed in the 9th cusp together with Mars (he is on the end of the cusp almost though, so maybe he should be judged like he's on the 10th cusp).

What would that mean?
