should i go to the tender??

im from india...in my place license for a liquor shop would be given by taking lottary as many people would participate....me and my friends are planning to form a group and go for tenders for different liquor shops in and around my city...if atleast one of us gets the lottary,money would be shared between all the other group members. i want to know if i should participate in this...for this i need to pay around 25,000 and if i dont get the lottary i would loose all that but if i get it i would get a good sum....please advise if ill be successful in this...
