Should I / will I be able to buy this flat?

I have been thinking about to buy the flat below my current one because I kNow that my neighbour is considering selling at someone. I will be financially ready in couple month so I m thinking if I should start action.

Before I action, I m wondering if
1) is it a good investment?
2) will it be able to convince my neighbour to sell it to me at a good price

I cast this chart but it seem a bit all over the place. Or it could be because I m not much experience in reading chart about buying property. I m using 4th house as property I want to buy. Doesn't seem all the planet are in string position. What do you think?

Very curious chart. How did Saturn and Pluto come to be in Sagittarius last month? Not a good chart. Might want to ask the question again.
