#0 - Justification: A government may justify the actions of genocide like "to defend our country from them, they were coming for us, we need to maintain order". The United States did that to justify expansion and settlement of Native American lands in "Manifest Destiny" in the 19th century. Genocide was used to make this country grow to be big and strong by elimination of indigenous tribal nations.
