Yes, by my experience with doing peoples charts, I often noticed that Scorpio rising, OR Pluto on the Ascendant, can make someone kind of charismatic or magnetic. And they often have or attract many admirers even if they are not necessarily the most physically attractive by the usual norms.

It can. but then it's not absolute for everybody.
