Which house to use/is saturn signifactor

I had a question that crossed my mind and unsure which house to use and signifactor.
The question was when will cannabis be legal in my state.

Would I use 10th for my state and saturn as the signifactor

Nicholas Culpepper’s herbal, first published in 1652, in reference to cannabis, states that “it is a plant of Saturn”. This Planetary dominion is also given in William Lilly’s Christian Astrology, (1647) which includes known hallucinogens such as “ Woolf-bane".

I think I get why 2 5 and 12. 5 I wouldnt do it for fun, purely medicinal purpose. I rather entertain natural remedies than pharmaceutical. I read an article on 2/2020 they voted in favor, and needs to go to the Senate. I'm trying to figure out the timeline. I live less that 10 minutes from a state that it is legal, and considering moving to that state.
