SATURN is SOLE DOMICILE RULER of AQUARIUS

Saturn rules Aquarius, it is the sole domicile ruler in traditional astrology.
In traditional astrology, you do have other rulers of the sign -
the triplicity rulers, bound rulers and decan rulers.

Triplicity rulers of Aquarius are Saturn, Mercury and Jupiter.

Bound rulers depend upon the degree placement, you need the egyptian bounds table
to determine based on the degree.
Decan or Face rulers are based on three division of the sign.

The domicile ruler is the most important, +5 score.

Next comes the exaltation ruler, +4 score. Aquarius don't have exaltation ruler.
Next is triplicity rulers (+3).
I think the original post is concerned only with domicile ruler. So, yes Saturn is the sole domicile ruler.

SATURN sole domicile ruler of AQUARIUS depicts
someone who is characterised by austerity or seriousness.

If Saturn is dignified and well placed, they are inclined to think before they speak
and as a consequence their words carry weight.
Such a person is not to be lightly dismissed

Lilly describes Saturnine types as profound in imagination, severe in acts,
in labour patient, in arguing or disputing grave
in obtaining the goods of this life studious and solicitous.
Their sense of humour is dry and earthy
based on observing the reality of life
They seldom throw caution to the wind
and are always aware of a sense of responsibility to themselves and others.
They do not display their emotions easily
but their emotions, like their imaginations, can be profound.
Such individuals are observably deep, sincere
and generally gather respect.

its in the 9th a good house conjunct ASC ruler and in sect
9th is not angular
9th is a CADENT house
The houses are not all equal in strength and power.

If a planet is located in an angular house, it is much more forceful in its effects
than it would be in a cadent house.

by angle do you mean 10th house or MC as well?

The ANGLES are the ascendant, descendant, midheaven and Imum Coeli

aka '...lower midheaven...'

These mark the cusps of the 1st, 7th, 10th and 4th houses
are also referred to as '...cardinal points...'
Planets close to angles are very prominent in their effects

Chris, what if the MC is in 9th house?

You mean the 9th house becomes the 10th so to speak? I hope you understand my question
Noon or MC is often in 9th sign
Ex asc cancer 10th sign aries but MC in pisces
Is aries or pisces the MC angle? Do you use quadrant or whole sign house?

There are multiple opinions on this issue

Many use Whole Sign Houses to determine TOPICS
then use any quadrant system to assess planetary strength

THE FOLLOWING WHEEL ILLUSTRATES TOPICS

WHOLE SIGN HOUSES clearly determines TOPICS
ELIMINATING AMBIGUITY OF HOUSE LOCATION of PLANET
AND THEN
any quadrant house system
such as Placidus, Alcabitius et al
assists with determining PLANETARY STRENGTH

tsmalls comment
explains the rationale

I use both whole signs and Placidus.
The original idea of quadrant based house systems
was to determine angularity,
and never to replace the concept of topics.
So
I count signs for topics
and use a house system overlaid onto it.
Because, as I mentioned above, capability
and angularity/ability to act
are two different things.....

tsmall uses BOTH whole signs AND Placidus
I use BOTH whole signs AND Alcabitius

some use whole sign AND Regiomontanus
there are multiple QUADRANT house systems
its a matter of personal choice which to use
in tandem with WHOLE SIGN
IF one chooses to do so
Yes, the dominant house system in Greco-Roman astrology
(until about the time of the end of the Classical Period) was whole sign,
but (among the famous very early Arabic astrologers of the transitional period)
only Abu'Mashar continued the ancient Greco-Roman practice,
and the whole sign house format became virtually forgotten (in the West)
until the mid-1990's.

Personally I think it was an historical tragedy for our astrological art
that whole sign houses became lost to memory,
for my experience
over the past nearly 20 years of exclusively using whole sign houses
has convinced me
of the more consistent accuracy of this house system, over any other...
Ancient meanings of the houses elegantly combined
fundamental astrological concepts
such as the distinction between day and night
the benefic/malefic nature of the planets
the symbolism of diurnal motion
the rulerships and exaltations in the Thema Mundi
the Joys

Well if you look at the chart of Paul Bowles he had the Asc ruler mercury and sun in 8th sign but mercury was in 9rh by quadrant. And hes known for his travels and writing. So its a hard choice

In using whole sign accurately it is imperative to take the totality of indications into account in making a delineation; single factors taken out of the context of the totality will often be misleading.
