I'm going to bed now, but I'll add that New Moons are never great times to do horary charts; the Moon, so important in the chart, is 'blinded' in the light of the Sun. Frawley adds that 'the person whose significator is combust cannot see reason'.
Also, while it is true that Venus and Mars are applying to make a trine from a mathematical POV, Venus will have to change signs to get there, thereby negating the application. If the two planets aren't in compatible signs, it's not really considered a trine, or the Venus person will have to change their tune quite a bit in the meantime, so to speak.
