I cast the charts location as Uruguay's capital, Montevideo. And the time for when the outage was supposed to have happened.

Power is trying to be restored to Argentina and Uruguay after a massive electrical failure left large parts of both countries without electricity. And this is something that's never happened before to them.

Mercury at this time had just opposed saturn.

The 2nd house rules natural resources, including energy and the ruler of the 2nd (Moon) is just about to hit DSC. Besides Mercury/Saturn opposition I'd say Mars in his fall is also a major player in the 2nd house. Sometimes fall just means exactly that: fall of the energy system.

Moreover, there is a conjunction of Mars (separation, disconnection) and Mercury (transportation [of energy]) in opposition to Saturn (lack, shortage, deficit).
