difference in asc. frequency

I wanted to know more about the difference in frequence between ascendants; Does this have any certain effect on our society, does this create an imbalance of any sort? ...I found the last paragraph of this quote rather apprehensive, to say the least.

At higher latitudes, these differences become even more marked. At the latitude of St. Petersburg, Russia:
  • Pisces and Aries ascend in only thirty minutes
  • Aquarius and Taurus ascend in only forty-five minutes
  • Capricorn and Gemini ascend in an hour and a half
    • actually individual degrees near Sagittarius or Cancer ascend twice as slowly as those near Aquarius or Taurus
  • Sagittarius and Cancer ascend in two hours and forty minutes
  • Leo, Virgo, Libra and Scorpio take as much as three hours and fifteen minutes to ascend
In the southern hemisphere, long and short ascension are reversed.

Astrologers consider the differences between the rate at which the signs ascend to be of importance. In many house systems, houses can become very large when they cover Aquarius, Pisces, Aries and Taurus because these signs are seen to be much smaller from the perspective of a northern hemisphere observer.

Some astrologers, such as Richard Nolle, consider the preponderance of Ascendants in signs from Cancer through Sagittarius (known as the western signs) to be symbolic of the highly relationship-oriented character inherent in a complex or civilized society as found today in the northern hemisphere but never developed in equatorial or south temperate latitudes where eastern (Capricorn through Gemini), individual-oriented Ascendants are equally or more common.

Statistically, most women go into labor in the afternoon and, more often births occur in the Fall. At least in parts of the USA. This figure varies throughout the world and, especially in light of Western medicine where labor can be induced almost at any time. Holidays, climatic and political changes also influence this frequency.

Interesting, ancient people celebrated Imbolc and Ostara (Jan thru March) as time of beginnings, birth, planting, fertility, etc and in Fall, "reap" the rewards. So, the statistics seem to concur with Fall being a more frequent time for births to occur.

So, in the Fall, in the afternoon, just off the top here, you're seeing more Scorpio thru Pisces ASC in the USA if the statistics hold true.

Looks like a bit of Euro-centric thinking to me. I wouldn't say that Australia, most of South America and southern Africa lack complex or civilized societies. Many cultures that Westerners would consider 'primitive' are quite complex, and it's necessary for people to cooperate on some levels in order to have any culture/society/civilization at all.

I'd be more alarmed about doctors (at the convenience of their work schedule) choosing birth times for millions of babies through induced labor. That is interfering with nature. I've wondered whether babies born this way may have some difficulty growing into their natal charts, if the birth time is hours or days away from what nature intended. I realize we play the hand we're dealt, but ... just wondering.
