Refranation without reception: still prohibition?

I’m wondering if reception is important in abscission and refranation. If there’s no reception, does the interference have as strong an effect?

For example, in this chart the querent is Moon, asking about a relationship with quesited Saturn. Saturn is in the 7th house but as it’s a significator I disregard it as a stricture. Moon in H10 Taurus is in Saturn’s face, and Saturn is in Moon’s triplicity.

Moon applies to trine Saturn indicating a positive answer but first: retro Mercury will perfect an applying partile square with Saturn. Mercury is in Saturn’s exaltation but Saturn doesn’t receive it. Would the refranation then still be a prohibition — without reception?

However, before that, Moon will trine Jupiter, who is in Saturn’s sign and house and applying to conjunction. There is some mixed reception between Moon and Jup: Jupiter is in Moon’s triplicity and Moon is in Jupiter’s terms. But Saturn doesn’t receive Jup, does that matter?

I’m also wondering, since the Moon moves so fast, are the prohibitions it encounters as strong? Because it will more likely encounter more but get over them faster

Anyway thanks anyone that can help with my questions!

This isn't really a case of refranation. Refranation occurs when a planet is approaching an aspect, but before it completes, it turns retrograde.

In this chart it would be a case of prohibition.
Here is a link to a good explanatory article about prohibition:
https://tonylouis.wordpress.com/2018/08/08/lilly-on-prohibition-in-horary-astrology/

in your chart Moon applies to a trine with Saturn. But before the trine is achieved, moon aspects Jupiter, "prohibiting" the aspect with Saturn. Prohibition.

Saturn in the meantime receives a square from mercury, who is already retrograde, so it is not "refraning", it is not changing course to avoid the aspect. Mercury merely completes the aspect.

You do raise some interesting points, though.

"If there’s no reception, does the interference have as strong an effect? "
If an aspect is blocked, it is blocked. If a planet turns retrograde before completing an aspect, it is moving away, and reception doesn't matter. There is no aspect.
Obviously, neither moon nor sun can ever be in refranation because they never turn retrograde.

"retro Mercury will perfect an applying partile square with Saturn. "
Here, the aspect will be completed. So there is no refranation or prohibition. It is simply an aspect that is completed.
The square will be prohibitive, but if there is some mutual reception there would be a possibility of a positive outcome, with difficulty.

"since the Moon moves so fast, are the prohibitions it encounters as strong? Because it will more likely encounter more but get over them faster"
Now this is an interesting question. How is the energy of the aspect manifested?
Does the speed of the applying planet make a difference in the effect of the aspect?
If we substitute moon/saturn by a Jupiter/saturn, Jupiter being slower than the moon, would the aspect have a longer lasting effect? We know there will be a difference in the timing, the moon bringing the result more quickly than Jupiter would. But is it relevant that moon will make the aspect and quickly move on, whereas Jupiter will "linger" for a longer time in the aspect?
In the case of most questions, this would be irrelevant.
For example, will we marry?, if the answer is no it doesn't really make a difference if the planet is faster or slower. A no is no.
Is there a type of question where it would matter and effect the situation ?
Maybe someone can help shed some light on this.
