I keep downloading apps aimed for mainly commercial purposes and I'm not happy with them
I'm looking for an app: -that gets the timezone correctly

Astrolog is free and non-commercial, and will automatically detect the time zone (and whether Daylight Saving Time is in effect) for any city and date. :) For example, the animation below produced by the program shows how time zones have changed around the world over 180 years, and when time zones were first introduced for each city in the world. Cities are colored one of six colors of the rainbow based on their time zone offset. Cities on non-hour time zones (such as India) are colored magenta, while past times before a location started using time zones are colored gray.

"App" can mean many different platforms: iOS, Android, Microsoft App Store for Windows, and so on. Astrolog is Windows (and Unix/Linux/Mac with a command line interface). Astrolog also has a Web version (accessing a subset of its desktop features) that will run on any browser.
