Trying for PhD admission, but no luck for 3 consecutive years.

I am going through mahadasha of Mercury, which is in 12th house (Aries) with Sun, and an antardasha of Rahu.
(DOB-07/MAY/1993, KHARAGPUR (WEST BENGAL), 06:05AM)
I completed my Master's in Structural Engineering and I have a desire to do PhD from USA or Europe.
I have been trying since 2018, but no luck yet. Certain times, situation arise like, I will be joining in the coming semester but due to any reason it fails.
Is there any chance, I can do PhD from USA and then have a better career?
Can I go for professor's position?
I am bit confused about Ketu Mahadasha. Please enlighten me.
