Does my biological mother live in a foreign country?

Hi everybody :)

Biological mother is 10th ruler, saturn in 9th house. 9th is long distance. Here which house should i look at, 9th or 12th to answer such a question? if 9th, her significator there, but 12th ruler makes a harsh aspect to her significator.
Moon also as natural significator of mother in 12th house, foreignlands.

What do you think? Could you please share your opinion? :)

Thanks a lot for answering. :) Can i ask you something? can we understand from the chart, is she is a foreigner or just settled there? or an immigration?
