You would need to look much deeper into a person's chart and consider it holistically to make an assessment of whether someone is likely to be unfaithful. You can not judge someone based on a couple of aspects.
Based on my experience, I would say that Venus in Gemini will flirt with multiple people at the same time and even date many people at the same time, however I wouldn't go so far to say that they would cheat on their partner when in a committed relationship. They are slower to get into committed relationships but when they do they will give it their full attention.
