Failed chart? Or misinterpretation?

This chart is for the question "Will they send me the message?"

They = the head of a sports club

Sun has no application to Mercury and no reception. Yet they responded very quickly and professional. If quesitor and quesited have the same ruler, it means positive testimony. But I considered the 3rd from the 10th because the question is all about their message, no meeting involved yet.

The quesitor and quesited cannot have the same ruler, so the quesited becomes the moon.
The moon transferred light from sun to mercury.
Was this for a work position?

How often is such a distance taken in consideration? It's over 12 degrees distance
