I believe the answer is yes, but not necessarily because of the declination. The translation of light is in effect in my opinion between Moon, Uranus and Neptune, so the exact trine to Neptune creates a trine to both Uranus and Moon as well. You may get another answer from other astrologers, but I don't give the credit to declination.
When a stellium receives an aspect, all members of the stellium are aspected. This is especially true if one of the aspects is very close. Some astrologers might argue due to the twelve degrees separation between Neptune and Uranus, but I do not. I consider Moon, Uranus, Neptune a stellium.
