Logic behind signs & their countries/cities ruled

I'm reading something now on the qualities of the signs and again, the same question comes to mind. Why do signs rule the particular countries and cities they do? They don't seem to make any logical connections - other than the US, I can see, ruled by Gemini (I can see the communications and technology connection.) Perhaps Ireland, green, lush expansive of landscape. But still, most of these don't make sense to me.

Aries.

That is a very involved question, and such allocations go back to the very earliest remaining books (such as the "Astronomica" by Manilius, 14 AD) There are some indications that the earliest allocations were based upon "revelation" rather than any application of astrological logic; Ptolemy made allocations based upon the so-called "nature" of the people who inhabited an area; other allocations were made using the establishment of nations or lines of kings, or the founding times (at least the sun signs) of cities, and of some nations. Later allocations (such as the ones cited in the above post) were the result (by the 19th century AD) of centuries of mundane observations, involving founding times, and rectifications based upon major events relating to the countries or cities involved.
...but this entire matter is still a very questionable one and certainly no hard and fast, even halfway definite, conclusions can yet be made about it...this is a major reason why mundane astrology-once the pride of astrology in ancient times-is pretty much the weakest branch of the astrological art, today...
