It is very important in the rectification process that all relevant information be presented so that it is viewable in an orderly, well-sequenced manner. The first step is
Biography -- looking at the person, seeing them, watching them, hearing them in their own words ... then explaining explicitly what rising signs/Asc factors you think may fit the person -- and why. Skipping this step is the beginning of confusion and the beginning of presumptions that lead to almost certain false conclusions.
I don't use declinations with this method, for the same reason that I don't use aspects other than conjunctions and oppositions- there ends up being too many factors that can skew the final score of each particular birth time, leaving one confused as to which factor/s carry the most weight.
I also use the birth location for each chart too!
There can be no consistently effective method of rectification without declinations.
This is especially true for any potential chart in which the Asc and/or MC are located in far north (Gemini/Cancer) or south declination (Sag/Cap). This is because the range of longitudinal degree span over which an active declination transit or progression could be confused with an activated point in longitude involves
two signs at both the north and south ends. All house cusps exist in both longitude and declinations.
The task of the person learning and practicing rectification is to learn to handle
all the information in the chart, including declinations. This can be extremely trying for one's brain, but it is a necessary exercise. One of the most common and blatant delusions of astrologers is that they can pinpoint the location of a planet or point by only its longitude position. That is like saying to a caller, "Meet me at 118W33..." and hanging up. One of you goes to California and the other to Oregon. A third person could go to Washington, and a fourth to British Columbia, and still none of you would be in the same place -- or even close. You must always give two coordinates to locate a planet, even a house cusp. Otherwise, we're just stabbing at the map. Its the same with the sky.
Hi Kannon-- Care to work on this one, and post your methods and results? It would be interesting to see what you come up with.
I don't have time for 24-hour rectifications for which I am not being paid. The work is unbelievably time consuming, and grueling, and when it involves persons I don't have direct access to, for one-to-one conversations, will usually lead to false conclusions.
In fact, I always urge clients to dig further for any clues at all as to the time of day in which they were born, so as to narrow it down and eliminate needless days and weeks of work on my part, which could be valued in the hundreds or thousands of dollars.
I'll just say generally, that I agree with Caprising for the possibility of Sagittarius rising for Suzy Hamilton. Here is why [from my notes as I followed this thread]:
Face narrow-tapering with high hairline. 5'3-4" tall. Weight 108 lbs.
Tendency for panic attacks, a feature of Jupiter/Sag/over-expansion.
Tendency for 'escape' through physical action, further suggesting Jupiter/Sag/Gemini/Mars/Uranus.
Indicates Mutable/Mercurial, Gemini, Virgo, Sag.
Mercury rules running/runners. Sun 16 Leo conj Mercury 17-18 Leo.
Mars rules stamina in active energy output. Since no major Mars aspects in longitude, look for it in declination, for example, 20N41 P/CP Asc in Sag/Gem.
Early-Sag Asc [21 South] would be CP Mars. Uranus could be P/conj such a chart's MC, 25-27 Virgo [1-1.5 North], and that MC would have been transited by Uranus at 1 North on the date (20 Dec 2012) of the public revelation of her prostitution work.
Sudden fame/infamy relates to Uranus.
And I agree that Pluto's transit through that sign creates a potential timing metric for a Sagittarius rising chart (or hypothetically a Gemini chart, or a Cancer chart, or a Capricorn chart, for reasons of declinations, above). But there is a lack of exactly timed events as listed by Caprising. No rectification should even be attempted without exactly dated events. And there is a lack of full biography here.

To this list unique_astrology added the wedding date of 25 May 1991, and graduation one week previous. The wedding date, if there is one, is of crucial importance as a litmus test. I always use it first in the progressions (after I've decided on a sign to try and narrowed down the degree area) to see if I'm close or if a particular chart is even qualified for further study. You have to use all aspects of a 15-degree and Keplerian ones (with maximum 0*05' orb) in the progressions to know if it qualifies.
Date of bi-polar diagnosis was mentioned during the abc news interview, but I find no date. Unique_astrology's mention of the planet positions puts it at 23 April 1998?

However, I haven't actually spent much time looking for weddings in peoples lives, the majority of the native's charts that I have studied in the past are usually to do with some type of psychological trauma, namely depression, or stressful events, so I think that it's fair to say that either I don't know if a wedding has to show up on the angles, ( I don't believe that it always has to) or the birth time that I'm using is incorrect.
Its true that very often the wedding does not show with obvious transits of planets right near the DC in longitude or even in the 7th house. Many people's charts, even 100% accurate ones, do not show transits in the 7th house or in obvious angular aspect by transit (squares, conj to Asc). Very often the active transits are in declination -- something around half the time or near it. Another illustration of why declinations are so important.

There are other events related to her running competitions where she won or set records, but I found obtaining the exact dates of these competitions difficult, so I stopped attempting to pinpoint them.
It is my view that bipolar is often indicated by hard aspects by fire planets with Asc/Sun/Moon. You don't have to account for the depressive phase in the natal aspects necessarily, because those astrological factors are stabilizers Saturn, Pluto, Neptune), at least related to outward expense of energy. Mania runs on fire/energy expression that runs eventually into the limits of the physical mechanisms (glandular system, brain) to sustain such high levels of energy and expression, so a crash is the inevitable result. So look to Mars/Jupiter, sometimes Uranus.
Rectification work requires excellent astrological literacy, excellent research skills, rulership reference books (like the one by Rex Bills), good data organization, great attention to detail, an eye to confluence of life themes/events, patience, perseverance, and the willingness to make mistakes, because you will make a lot of them. But you have to have basis for knowing
when you've made a mistake.
In order to properly demonstrate rectification, it is best to use a chart for which personal information and biography is readily available. It is best practiced first on your own chart, then on the charts of those you know best. Celebrities are best left for when you've gained experience and confidence in better navigating the mass of information needed.
