Electing the start of a webpage

Hello everybody,

I want to elect the start of a webpage but realised that I don't know what the start moment should be. I mean I know what horoscope I want and when it occurs but don't know what should activate it:

1. Just me making the webage publicly available
2. Me publicly promoting the page
3. People come to check it out

And in case it's the third option: Does the users location matter ? You know like with the euro currency chart, that is actually calculated for Australia (or NZ) because that's where it was first used.

The users don't matter. It is the moment you make it publicly available. Have a strong direct Mercury in an angular house. It should be unafflicted by malefics and aspects from benefics are helpful. It would help if Mercury rules the 9th or third house. The first house should be strong. The stronger the chart the better. Astrologyweekly had a start up chart. Useful to look at, but I have not found it recently.
