Venus ruling 7th & 12th houses

If Venus rules both the 7th and 12th houses, (i.e. the house of relationships and the house of secrets) - does this necessarily mean that any relationship that person is in will be clouded in secrets? or that they'll be done in secret?

Or would there be other reasons why any past relationships have been done in secret?

The person has sun and mercury in 3rd house - which is not much of a 'secret keeper' position.

Venus rules two signs in astrology - two houses. It is best to look at the natal house placement of Venus to see how the person carries out their human interactions and retreats. Venus in this chart is in the very loyal and sincere 4th house in aquarius. Not much of a secret keeper either. Venus squares Jupiter in the 12th from 4th - there may be a great need to 'hide out' which doesn't necessarily equate to secrets a much as retreat. I imagine this person is a homebody-type who spends most of their time in their community when they are not at home.
