No it doesn't. It simply means maturing. You get to define maturing in whatever way it means to you.
Some people who've been partying blindly and screwing around in their twenties continue doing so in their thirties. Now, if they really are partying
blindly, instead of just going out and having a good time on a regular basis while also doing something meaningful with their life, they'll probably get tired of it. If they're just partying for fun, not as a substitute for having a meaningful life in all ways, that's different.

That's someone who saw the harsh face of Saturn very early. Saturn return is, in that case, an opportunity to revisit that, and maybe change their relationship to Saturn. That might be when the native enters therapy and gets serious about their healing. That might be when the strict parent dies or becomes incapacitated, and then the native has to confront the meaning of that relationship. That might even be a break free opportunity.
Remember
this case? When the kids were set free, the oldest was 29. Saturn return age.
Saturn return is also a time to confront and possibly change limiting beliefs. If you've always been staying in the lines, behaving yourself, doing what your strict parents demanded, or what a strict society demanded, Saturn return asks if you really want to keep doing that.
