Sorry, he never said to vote twice. He advises everyone to go to the polls to see if their mail-in vote had been registered.

Mail-in ballots may be counted and recorded after Election Day, especially with the huge volume expected this year. So, his advice was to vote at the polling place, even if you already voted by mail. If your mail-in is counted and recorded anytime after Nov.3rd, you'll be guilty of having voted twice.

No, because if you vote at the polls and then your mail in ballot arrives later, they wouldn't register it as you will be marked as having already voted.

But, you would have already submitted two signed ballots, in violation of election law.

In California at least, we have something called "Ballot-tracking" for mail-in votes. No need to risk a felony charge to make certain your ballot was received and counted.
