Does an exalted planet elevate energy of its sign

Just curious let's say Saturn is exalted in a natives chart and that native has a Stellium or at least 3 planets in Capricorn, would the exalted Saturn feed into the Capricorn Stellium? Would the exalted Saturn in aspect to any of the planets feed into the Stellium energy? Would the Exalted planet rase the energy of a sign even if it doesn't have any planets or only one/two planets in the sign?

I used Saturn and Capricorn in the example but in my case it's Mars and Scorpio.
