And it would depend upon the rest of the chart (other aspects to each planet).
But Moon conjunct Neptune always represents emotions that are prone to Neptunian influence. Neptune is the deceiver. It can bring emotional highs and lows and not always at appropriate times. Neptune can be depressive. It can lead one to addictive emotional behaviors - or even substance abuse.
But to be specific I would need to see the actual chart.
Neptune Moon on the 4th house cusp would represent both an identity crisis which recurs or even a whole lifetime of identity issues. The Moon represents the emotional mechanism and since Neptune is an outer planet it can "overdo" in many different ways and with little or no consciousness about why. Neptune is a BIG influence. But as i said, seeing the whole chart is always more specific.
It also can represent a mother who has Neptune problems and traits. Depression, addiction, unavailability, hypervigilance, or even a mother who was emotionally battered.
