While I prefer not to read charts posted by anyone under the age of 18.
I also don't seem the harm in responding to your post in a general way..
I think if this couple, wants to take you in/adopt you.. I think they both have their hearts in the right place, especially the woman who seems like she will be nurturing as a Mother figure. -Cancer rising with her moon conjunct neptune in the 5th house of children.
He has the same conjunction of neptune/moon in the 12th, he might be more reserved with affection but sensitive as well.

I am changing so fast...I am...turbulent? Not sure about the word.
It's not only that your temperament is turbulent
but also you are young
and so
a good plan would be to find some sensible way to work with your nature
because
the turbulence is natural for you
but is contrary to your parents understanding
as their natures are different
perhaps consider enrolling for a Tai Chi course
that could be grounding for you

I missed the last names posted in the chart. Based on the question, coming to the conclusion that this was regarding adoption is not unreasonable.

also, if your friends time of birth is not known
then so far as horoscopic astrology is concerned
the delineation is limited

however
it is not possible to do a complete synastry delineation because
The two different times have two different ascendants
one ascendant is Capricorn, the other Aquarius
so we cannot use the ascendant because that is speculative
