Independent/codependent?

I know this is a basic question but can you guys tell me what Libra midheaven plus mars in the 10th house? I get confused because Libra midheaven are codependent, peaceful, share the spotlight, etc. But mars in the 10th house in independent, driven, wants to be number one, etc.
Can someone tell me what this could possibly? Libra and mars energies being in the same house are rather confusing to me. I've always heard that planets are stronger than signs though. Is that true?
If anyone wants to see my full chart let me know. But I really just wanted to know how these two specific confusing energies mix.
