Ulterior motive

We had a meeting today with the head of the department. She wants to conduct an external evaluation of our team's purpose. She is using the recent departure of the leader of the team to do this. At first I was positive about it, but as I have had more time to think I wonder if there is not an ulterior motive. Does she really want to evaluate to find a new way forward - a reset. Or is there an ulterior motive. IT has not been easy for our team. Negative perception. It hasn't been successful for lots of reason, but one it lacks strategy or vision from senior leadership not mention lack of support. Anyway, I am curious her final swan song she leaves at the first of the year to find a reason to eliminate the team under the guise of an evaluation. I posted two charts. One when I had the thought. Two at the time of the meeting.
