Can a horary chart still be somewhat readable even though the ascendant is at 29 degrees but the significators both conjunct in an applying aspect?

Yes. Rising point at 29 degrees on its own does not preclude a chart from being radical. If the significators are conjunct in an applying aspect, late rising will not interfere.
Mine are all general comments and would depend upon the question and the chart.

Thank you for answering. It's a love horary, so thats why i was asking to see if the degree was still applicable.
