Can the ruler of an intercepted house be a significator?

I'm finding in my relationship questions I keep getting the 1st and 7th houses as having another intercepted sign within in. If i use just the rulers on the cusps as the significators, there is no aspect. If i use the ruler of the intercepted sign in the 7th, it does apply to the ruler of the 7th. Or, the ruler of the intercepted sign in the 1st applies to the ruler of the 7th cusp.
What's the rule about this??
Also, what about planets in the relevant houses. Can we use them as a significator instead of the cusp ruler??
