Theoretical question: Pluto contacts in synastry

Bob is a Scorpio with a Scorpio stellium, and Nancy is a Scorpio ascendant with several Pluto squares in her natal. There is an age gap between them, so these contacts are not generational in this case. Bob has pluto in Libra, while Nancy's pluto is in early Scorpio. Theoretically, who would be more "drawn" to the plutonic relationship, or "feel" it more, and why? Assume all the orbs are approx 3 degrees or less.

- Bob's pluto squares her Sun
- Bob's pluto trines her Mars
- Bob's pluto squares her Neptune
- Bob's pluto sextiles her Moon

- Nancy's pluto conjuncts his Venus
- Nancy's pluto conjuncts his Mars
- Nancy's pluto conjuncts his Uranus
- Nancy's pluto conjuncts his Mercury
- Nancy's pluto trines his Moon (possibly, depending on birth time).

Everything I read online seems to say "the pluto person has the power", but what about when both parties have fairly equal pluto with each other??

it looks to me like Nancy would be the Plutonian person. However, both probably feel it strongly and find it to be karmic.

I think the person with the stress aspects might feel it more, in the sense that a person would be more impressed by traumatic than smooth events or ones that are natural to them.
