That's another possible meaning of Saturn on your SR ascendant: seven years is a Saturn quarter. Every seven years (plus 2-3 months) Saturn makes a hard angle transit to its original position. Those hard angles of Saturn signify cycles in themselves. When you commit to something, in seven years, that something is up for re-evaluation. Maybe an end of the commitment, maybe a new commitment. Ever heard the expression "seven year itch"? It's Saturn-related.
At that time I was a very different person. I had plans to prepare for competitive government job exams.
Between then and now, you went through your Saturn return. That does change people. It's natural to lose interest in what you were doing before when you have your Saturn return. It's also very common to give up dreams during that time, to decide they're unrealistic, you can't have them... because the trickster side of Saturn tells you that you can't have your dreams in any way, shape, or form.
Sometimes youthful dreams really are unrealistic, in the form that they come in: for example, if you dreamed of being a rock star but you were only ever a mediocre musician and you lived some place where the only opportunity for playing music was the occasional coffee house or bar gig, and you had a family to support on top of that, then it would not be realistic to be a rock star. But it would be realistic to play some music, and it would be realistic to fulfill whatever part of the rock star dream most spoke to you. It would just be fulfilled in a different way.
But if your dream is working for the government, there's no apparent reason why that would be unrealistic. Unless you simply could not get hired for it, but it doesn't sound like you've tried to find out.
On the other side I was very scared also....and full of self-doubts like....being a woman will I be fit for high ranking government jobs.
Those self doubts are, most likely, something you'll always have to deal with, given where your Chiron is. Chiron represents the wound that we're always in the process of healing. It can get better, but it's so deep that life isn't long enough to completely heal it.

That does not mean you shouldn't pursue the career you want. If anything, it means you should, despite the anxiety. You'll have to do it through your anxiety and insecurities, and it's not going to be comfortable, but it's necessary. Work with it, and you should find the insecurities get less so over time, but they may not go away completely.
