I have this in my 7th house and it's confusing since my mars is in retrograde and since it's in my 7th house I don't identify it. What could this mean?
You don't identify with it because Vertex is (in theory) the qualities supposed to be cultivated as you grow in character. Untill then, perhaps you're drawn to people who exude those qualities.
You will also rarely see an oriental Vertex in a chart.
