As Frawley said in his book when ASC is in Can sign then we use Moon for aspects and its dispositor as ruler of the ASC. So, ruler of the ASC is Venus and DSC is Saturn. As we see, Moon's next and final aspect is conjunction with Venus which will be testimony for ASC team win, but Venus is also in Via Combusta way! According to this chart, as Scotland away kit is white/blue they are represented with ASC ruler so it seams they will win.

I do not think it will be penalties because angles are in cardinal signs, rulers cardinal and Moon cardinal all happens very quickly so everything will be completed until 90 min.
But if we look dignities they do not differ too mush.
Accidental dignities for Venus and Saturn are same, and essential dignities for Venus=5 for Saturn=7! Does this mean Serbian will win? With Moon in Via Combusta way maybe.

Serbia wear white kit not red so they are ASC . After penalties result is Serbia 1-1 Scotland (4-5) penalties! So that Moon;s aspect was not important, only dignities was important!
