Why is the Moon considered Void in Pisces?

Where exactly does it say that? What am I missing here?

All signs are created equal, but not all signs give the Moon the same amount of comfort or power. We're reminded of this in Bonatti's 146 Considerations and most famously in Lilly's Christian Astrology; the Moon is much less impedited if she is found to be void in the signs of Taurus, Cancer, Sagittarius, and Pisces. The reason why is never made explicit, but likely has to do with these four signs being the dignities of benefic planets.

This doesn't say the moon is void in pisces.
It says that when the moon is void, and it occurs in one of the signs noted (taurus, cancer, sagittarius, pisces), the moon is less impedited, less blocked.
The moon can be void in any sign even at an early degree, if it doesn't make any further aspect with a planet before it leaves the sign it is in. This can happen in any sign. It generally means that whatever the matter is, it will not move forward, precisely because the moon does not connect.

I've been a student of astrology for nearly half a century, and this is the first I've heard of Moon being void in Pisces.

The term "void" [void of course] means that Moon beholds no major aspect from its present position until her exit from the sign she is in. Void has nothing to do with the signs.

There is a zone of the zodiac called the "via combusta" (15 Libra--15 Scorpio) in which Moon is considered to be burned up and ineffectual. It is used in horary astrology, and if Moon be found there the chart is considered "unfit to be judged" because the state of affairs to be judged is unsettled, perhaps chaotic. It may indicate that the querent is dissatisfied with things as they are but has no idea what she wants. Things going on behind the scenes. Stuff like that.

But Pisces?

The moon is in its fall in scorpio, it is in detriment when in Capricorn, so weak in both these signs. It is exalted in taurus, so strong here.

This applies to any planet when in its detriment, fall or exaltation.

You can find out in what signs the various planets are in these situations by consulting a table of essential dignities.
