Look at the cusp of the house, and the ruler.
What is the ruler doing? Is it strong by sign, aspect or position?
Or is it stressed? Does it relate to other planets, therefore exchanging energy with other areas of life?

I interpret empty houses as areas of life which you don't focus on. You're aware of them but they're not a big deal to you. The more planets in a house, the greater the focus on the matters associated with that house.
