The first house is not necessarily automatically 'a fiery influence associated with Aries'A water moon, by far. The moon is a watery luminary, look at the affect it has on the tides and womens cycles. A water moon is a strong alignment of the same energy.
The ascendant is more of a fiery influence (if anything) being the start of the 1st house which is associated with Aries.
Moreover I'd say the Moon is just a stronger influence in general than the ascendant, anyway. So yeah definitely a water moon.

and furthermore
if you keep in mind that
A PLANET acts.
A HOUSE shows the area of life in which the planet acts
as well as
how strongly the planet can act.
and
A SIGN shows the quality of the planet's expression.
and then consider the question of the relative 'sensitivity of a water moon and a water ascendant
while focusing on the three possible water signs
i.e.
Cancer - ruler Moon
Scorpio - ruler Mars
Pisces - ruler Jupiter
clearly then

as well as the sign location
of the planetary ruler of the any water Ascendant and/or any Moon
are important factors when gauging 'sensitivity'
