Are semi sextiles strong aspects? Maybe saturn and jupiter in capricorn semi sextiling her 7th house ruler too could trigger something.

No they aren't. In natals they are weak, although a connection, but in horary they aren't considered.

Yes, or maybe we can say that some energy will be activated but depending on the natal aspects, it could be something very benign and hardly felt or something critical.
