It can. Depends upon the aspects and houses, it can be a control issue. I have Moon in Capricorn, and I did tend to micromanage my kids.
I did it out of love and i think they know that. But I was a bit bossy and businesslike when it came to my parenting role. My sister in law is a Cancer with her moon in Cancer and we had very different parenting styles. Let's just say that I did not 'enable' my kids.
Venus in Capricorn can be similar. Some might call it 'tough love'? Venus in Capricorn may indicate a powerful, passionate woman who demands a certain amount of accountability from her partner.
