Which planet rules eclipses?

I hear eclipses are transformative and powerful experiences relating to the subconscious. I wonder what planet it could be?

since
Eclipses occur in different SIGNS
and also ECLIPSES are SOLAR
as well as
LUNAR

An eclipse does not necessarily affect everyone
only those whose natal charts are connected to it

For me, the ruler of the eclipse = the planet that rules the chart erected at the exact time and place where the eclipse is first observed; the hypothesis that a given eclipse can reactivate the effects of a given previous eclipse is interesting but I (at least) consider it highly speculative at the present time.
