Exact in degree is the strongest especially for a slowmoving planet - but MC is only an axis point - receiving an impulse and cannot be as effective as a transit activation of ruler of 10th itself would be - as only a planet is able to be active in a chart.

sorry I am not a cafeastrology astrologer and can't explain anything being told up there- if you have faith in this - stay there and ask for more.

-Sextile is the weakest of aspects, compared to conjunction, square, trine and opposition.
-Applying is stronger than separating.
-2.46 is nearly 3 degrees of separation. So kind of close but not exact or withing a deg or two. But closer than 5 degrees.
-Being with a point/MC rather than a planetary body also diminishes the effect.
You can decide how strong you think it is. I would say it is just kind of strong but not terribly influential.
