For example if my Moon falls in someone's 8th house. Does my Moon need to aspect that person's planets. For that overlay to be felt?
Do you need to have aspects in synasty to feel the house placements?

Yes aspects would need to be made from the planet too, unless the moons on the cusp of the 8th.
Who's house does the moon fall into, yours ?

My Moon falls into their 8th house my Moon does trine their Sun but the orb is 8 degrees.
