horary rule question

hey guys

i just noticed this

there is no horary question but it is more of a technicality

right now, moon is 0 leo
significator 1 - saturn is 27 leo - rules desc
significator 2 - venus in leo retro - rules 11th
moon rules 1st house

they are wihtin 1 deg orb approaching HOWEVER
moon reaches the saturn before venus does
Yes moon hops though a quite of few planets before the conjunction wiht the saturn

does moon act like an interference?

Yes. The technical term however, would be 'prohibition', and as the Moon prohibits by conjunction, then this would be known as 'bodily prohibition', as opposed to 'prohibtion by aspect'.

If the two planets in question signify the conclusion of the thing demanded, then the prohibiting planet interferes, and hinders the effecting of the conclusion.

For example, as Saturn rules the ascendant, and let's say Venus rules the fourth, and the querent inquires as to when they will move into their new house. The promised conjunction of Venus and Saturn would seem to indicate the timing of the event, however, the Moon, ruling the sixth, could mean that proceedings are hindered by a pet, an employee or an illness for example, and with the Moon as general significator, the hindrance is likely to concern one's own actions. A close examination of the chart would define a more succinct intepretation for why the conclusion of the matter is prohibited.

Even if Saturn and Venus are not the significator and the quesited in the matter, the prohibition of the Moon is still worth exploring to examine what is being prohibited from coming to conclusion by the Moon, according to what Venus and Saturn represent in the chart according to the context of the question.
