Pluto was in Cancer from about 1914 to 1938 0r so. Are you sure that the chart you are asking about has Pluto in Cancer?

That depends on your Natal chart. You cannot simply detach the D9 from the D1 and read it as a natal chart, it's useless. D9 and D1 have to be studied in conjunction to determine the dignities of the natal planets.
