Is Uranus very rarely a ruling planet? Kinda stupid question but I really want to feel special.

Uranus (co-)rules Aquarius the 11th house and is arguably exalted in scorpio. It is also the chart ruler of anyone with Aquarius rising (alongside Saturn). The chance is 1 out of 12.

The need to feel special may be thought to originate with the Sun, which is the ruler of Leo and its polarity with Aquarius.

Your need may also be enhanced by Uranus' placement in Aquarius as well as from the typical feelings connected with your age. As Saturn transits around your chart you will mature and develop the necessary tools to be able to do things that will make you feel a sense of pride and accomplishment.
