Delay & blockage in salary

Company Industry: Researcher at Govt Medical Institution.
Employment History: I spent many hours working diligently & honestly, even trained the newcomers, but failed to get paid fairly compared to my co-workers. My contract was a joke because I never got paid on time. However, I got offered another job within the same Institution (but entirely different department). So I happily left this old job in JAN2019.
But now am stuck with two problems:
(i) Delay in payment from my old job.
(ii) Waiting for the new job contract to be approved.

Am depending on my parents for financial support now. I'm desperate to save money to do my Master's in future.
