5 degrees from the cusp rule

In my natal chart, mars occupies the 4th house but is nearly partile with the 5th. The rules seems to be that this makes him a 5th house planet, but I'm not sure if I agree and am looking for some feedback.
1. Using the point system his essential dignity is only 2, but accidental dignity is 25
2. He aspects every planet but Venus
3. In the 4th house he'd represent my father and would actually describe him - his identity was that of a soldier and his death when I was 5 had a huge impact

When you see something like this, how do you handle the cusp rule?

Mars will be indeed considered in 5th house.

These are few points I see in chart:
1. Planets behave in strange way. Saturn in 7th indicate separation at the age around 5 from closest company (usually spouse, or partners). I am sorry to know that it was your father and I can understand how close you were with your father.

2. Gemini/Sagittarius hold cusp of two houses and their influence will be sort of double. Where as Virgo/Pisces are void of cusp and will have relatively less significance. Presence of Mercury in Virgo (although exalted and apex of T Squire) makes Mercury weak, gives you little control, and makes you prone to destiny in matters of planets involved.

The cusp rule is fairly straight forward. I cannot view your chart, btw. On topic, it can be considered in your fourth house but conjunct the fifth. Therefore, it will be interpreted on most sites in the 4th house, but it retains qualities of the fifth house and can be interpreted there as well.

Ex: My venus is in house 6, 4 degrees from the 7th. I just interpret it in the 7th because it is conjunct the house cusp but I also recognize 6th house tendencies. I view the 7th house more strongly however because I have a stellium there.
