Retrograde and Debilated?

If you have a club foot, you cannot run. Adversely conditioned planets, even when weak, can impose similar constraints. And in that way can be seen as strong.

I have known and observed many people with a very high intelligence who were unable to access and utilize that intelligence due to other personality traits, for example.

A specific example offered for discussion might be fruitful.

Debilitated planets are not exalted. The Olde astrologers were meticulous in their choice of words used to describe the conditions of the planets.

To exalt is to "raise on high". It elevates in position and power. It enhances activity and intensifies. It brings glory. The sign opposing the sign of exaltation (of a planet) is said to be its fall. It signifies going from bad to worse, to suffer ruin, defeat or failure.

There are many sorts of debility: fall, exile, peregrination...and each has its characteristics, although for general purposes "debilitated" will tell what we need to know.

Modern astrology takes a slightly more upbeat view, in focusing on aspects rather than the traditional dignities and debilities.

Not clear what you mean by that.


How can a debilated planet be strong in a birth chart?
There are multiple ways to assess planetary strength. A planet can be weak in some ways and strong in others.

If a planet is in the sign of its detriment or fall, that's a debilitation. In that particular way, it's weak, has less ability to act. But if that same planet is angular, that gives it strength. It has a lot of say in the chart. Depending on what you're reading a chart for, and whether you're looking at it through a modern or traditional lens, you might consider one kind of dignity more important than another, and which is more important might go either way.

Angularity gives power and influence; it does not affect the quality of the planetary energy, which is determined by the essential dignities, aspects and so on. Angular planets are Always prominent and powerful influences.

Accidental dignity vs essential dignity, if I'm not mistaken.

You are not mistaken. The essential dignities show what is inherent, the accidental what is adventitious. Nature vs nurture, if you will. The innate self as contrasted to what is born of experience.
