This seemed to happen right around the time of the discovery of Hale Bopp.

So......any thoughts.....I guess we are trying to blow up comets...never heard of that before...never really looked at that before either....kind of a neat idea if there is one coming at Earth...I won't complain too much about my horoscope in such a case...(laugh)

Yes, I have heard about this- I think it was on the National Geographic channel, but it was about blowing up Meteorites! Not comets. The meteorites of course can do great damage to the earth and by blowing them up (when they come to close) they can be made smaller.
The Americans are indeed busy with the developments of missiles that can be directed towards an approaching meteorite, something like that.
